I have issues with some of our neighbors particularly the car mechanic. He has 2 cages in the vacant lot beside his property. He uses that vacant lot as parking area of the cars that he fixes so it is like his open garage. And to guard the cars, he's got 2 dogs in cages. Fine. However, when the weather is hot, those dogs are surely uncomfortable and there is the probability of a heat stroke. In fact, we have seen different dogs in those 2 cages because the dogs do not last for a year, they die for whatever reason and the mechanic would again get a replacement.
That mechanic was the one who gave us Pipoy, our hyperactive pug. That is why I cannot report that mechanic.
It would not be easy to rescue a tortured dog from the owner's compound since this would be regarded as trespass. The best option would be to report to an animal welfare department or other relevant department. Another option would be to alert animal rights activists who would organise for its rescue with the appropriate legal backing.
Report the situation and work with a rescue organization to access the situation. When the dog is rescued, it will require patience and commitment in order for the dog to heal. A compassionate and careful approach also help in the healing both emotional and physical. A safe environment can boost the healing too.
