Dogs are very intelligent animals and they possess the quality of empathy. Dogs experience discomfort when they are clogged with dirt or flea infestations. They tend to express this discomfort by grooming others in the areas that inconvenience them. And it pays dividends because they are also groomed by their benefactors in return.

I've got 2 maltese breeds. The older one, on occasion, will constantly lick the back and neck of the smaller one for 15-20 minutes, the younger one doesn't seem to mind it, he just stays still. I've had a lot of dogs, but I've never seen that behavior. My vet seems to think it's just a "friendly" thing.
