Trash can are not good to be kept inside the house. There's no way my dog can be loitering the outside while I am inside. We can all be outside at same time where they play only with grasses or chase butterflies.
Mine used to do that too. I ended up using a trash can with a lid and keeping tempting food scraps out of reach. That solved most of the problem.
