I believe that it's something that's got to do with how often you train your dog on this. If you make it an everyday training habit, the dog will pick up very quickly. Dogs learn very fast from my observation.
If you're in an apartment, you can use special pads but also you can get a special turf specifically made for dog waste that can be hosed down.
We had a nice big yard when we had our dog and she loved going potty behind the pool. In the summer that was fine, but in the winter that meant going through the snow. So I ended up shoveling all around the pool for that dog to do her business where she wanted.
