All pets can be jealous at one point depending on how they are treated and what's happening at the moment. They can even get jealous over human beings and not only their fellow pets.

Even when dogs are not humans, they have emotions and that made them to show jealousy when they are being treated the way they don't want. Sometimes, their emotions are so real than the ones human beings had in them.
I do think dogs can get jealous. I've noticed they sometimes become more clingy or try to get your attention. Keeping routines and attention consistent usually helps.
